Sort categories manually, display tags according to categories' order

Please add option to sort categories manually. And display tags according to categories' order. For example I have the following tags:
Category 1
tag 1.1
tag 1.2
Category 2
tag 2.1
tag 2.2
Tags are shown as
tag 1.1
tag 1.2
tag 2.1
tag 2.2.
If I prefer to change categories' order (Category 2, Category 1) I would like to see the following tags order:
tag 2.1
tag 2.2
tag 1.1
tag 1.2
Category 1
tag 1.1
tag 1.2
Category 2
tag 2.1
tag 2.2
