I'm taking snapshots of a movie file every 5 seconds, 6 images wide by LOTs tall. The viewer fits the image by height, but I can't seem to find an option to fit it by width. Is there a way to do that?

Press slash hotkey on the Numpad (/).

Ok, I had another program that was intercepting the slash (/) key so it does zoom in now, but is there a way to "smooth" scroll through the image?

When I use the up/down arrow it jumps, but seems to overjump and skip parts of the image. For example, I have a thumbail with 6 screenshots wide and the last frame on a page is 53:55 and when I arrow down it shows 54:30. Skipping 54:00, 54:05, 54:10, 54:15, etc through 54:50...

Using the scroll wheel on a mouse automatically UN-zooms the image unfortunately

If I left-click and drag it works, but that's rather cumbersome compared to up/down arrow keys or the scroll wheel.

Also, is it possible to view in a window instead of fullscreen?

Just following up on this:

1) Is it a bug that the arrow up/down skips past thumbnails when you have a jpg with lots of screenshots?
2) Is it possible to view in a window instead of fullscreen

1) That is not a bug. It works as designed. Currently only left-click and drag is an option to scroll smoothly.
2) Currently that is not possible.
